In 2013 the HSE handed over governance of First Aid provision to OfQual and the onus of training programme selection to the ​
employer. This has liberated employers from the confines of traditional HSE Workplace First Aid Courses, empowering them to choose the most appropriate course for their workplace and working environment.

Some industries have minimum standard for all licence carriers or award holders. Examples of this would be the SIA (Security industry Authority) have just updated their expectations for First Aid Training (Oct'24) that all Door Supervisors must have a 6hr EFAW qualification that also includes Catastrophic Bleeds and Haemorrhage Control. Where as Mountain Training require all Mountain Leaders in the UK to
hold a 16hr OFA qualification.

For those that are not governed by an Awarding Bodies, to identify what First-Aid Provision (the level of first aid cover) that is needed within your organisation, employers will need carry out a First Aid Needs Assessment and consider the following:

The nature of the work you do.

Workplace hazards and risks (including specific hazards requiring special arrangements).

The nature and size of your workforce.

The work patterns of your staff.
-
Holiday and other absences of those who will be first-aiders and appointed persons.

Your organisation's history of accidents or incidents.​​

You may also need to consider:

The needs of travelling, remote and lone workers.

The distribution of your workforce.​
-
The remoteness of any of your sites from emergency medical services.

Whether your employees work on shared or multi-occupancy sites.

First Aid provision for non-employees (eg members of the public).

In summary... an organisation needs to look at the intrinsic hazard associated with their line of work; machinery, chemicals, lone working, etc., assess how likely it is that someone should become injured as a result of these hazards, and the likely outcome of these incidents. Looking back at the organisations historic accident log will aide this.​
